WWF-Malaysia EPR Policy Review Booklet

Extended Producer Responsibility (EPR) has been identified as a policy tool with a track record in holding manufacturers accountable for the end-of-life impacts of their plastic products and packaging and as well as encouraging eco-design. The Malaysian government and industry has identified EPR as acritical tool in transitioning towards a circular economy for plastics and has included plans for implementation of EPR
scheme in several policy documents and national strategic plans. As such, this paper aims to review and examine the existing policies and laws related to EPR for packaging in Malaysia and other countries, highlight potential legal barriers to implementation of EPR in Malaysia and provide policy recommendations for EPR scheme for packaging waste in Malaysia. This paper also assesses the institutional structure of Municipal Solid Waste (MSW) management and enlists stakeholders involved in the governance and management of MSW in Malaysia and their responsibilities.
