- Sabah Parks is leading the process to establish the Tun Mustapha Park and will be the lead management agency when the park is gazetted.
- Because commercial and subsistence fishing will remain important livelihoods in the Tun Mustapha Park, the Department of Fisheries Sabah is supporting dialogue with fishermen to build support for the park.
- The Kudat, Pitas and Kota Marudu District Offices are the key local authorities to conserve and develop habitats and communities.
- Local communities in Karakit and other islands form the biggest user group of resources in the park and are key partners for supporting the park’s establishment.
